23 years ago, on June 12, the country in which we live made its appearance. 20 years ago there appeared its basic law, the Constitution of the Russian Federation 

It is commonly thought that a Constitution is a text, words printed on good paper. But this is not exactly so. There are many texts. But not all of them are used ceremonially at the president’s inauguration. Not all texts have amendments made to them - for example, not even our deputies would dream of making amendments to the poetry of Pushkin. Although ... This is just a preamble to the banal thought that no text is just the words that make it up, or the paper on which it is printed, or the website on which it is placed.
