A violation of Article 13 on account of the absence of an effective domestic remedy with which to raise claims of inadequate conditions of detention and a lack of medical assistance; a violation of Article 3 on account of the lack of adequate medical care of the applicant; a violation of Article 3 on account of the inhuman and degrading conditions of the applicant’s detention in a medical colony.

VELICHKO v. RUSSIA, 15 January 2013
A violation of Article 3 on account of the conditions of the applicant’s detention in the temporary detention centre in Severomorsk from 20 June 2006 to 5 April 2007; a violation of Article 5 § 1 on account of the unlawfulness of the applicant’s pre-trial detention from 20 to 27 June 2006 as authorised by the court order of 15 June 2006; a violation of Article 5 § 3 on account of the length of the applicant’s pre-trial detention from 20 June 2006 to 27 October 2008. 

LASHIN v. RUSSIA, 22 January 2013 
A violation of Article 8 on account of the maintenance of the applicant’s status as an incapacitated person and his inability to have it reviewed in 2002 and 2003; a violation of Article 5 § 1 on account of the applicant’s hospitalisation in the psychiatric hospital in 2002-2003; a violation of Article 5 § 4 on account of the applicant’s inability to obtain a review of the lawfulness of his detention in the psychiatric hospital.

A violation of Article 10 in respect of all four sets of proceedings. 

SULEYMANOV v. RUSSIA, 22 January 2013 
A procedural violation of Article 3 in respect of the failure to conduct an effective investigation into the circumstances of Tamerlan Suleymanov’s ill-treatment.
