 On 30 December, 2016, after an inspection, the SOVA Centre was included on the Ministry of Justice's list of non-profits 'performing the functions of a foreign agent.' Earlier this year, the Sova Centre was fined 300,000 roubles for having failed to voluntarily register itself as a "foreign agent" before it was included on the register by the Ministry of Justice. Subsequently, Sova Centre lost its appeal against the fine.
