Ingushetia: Where did the Prisoner Khashagulgov Disappear?

On April, 7 2011 relatives of Issa Lakhanovich Khashagulgov requested assistance from the office of Memorial Human Rights Center regarding their relative who had been arrested by FSB officials on September, 25 2010 in Ingushetia and taken to the Moscow investigatory detention centre (SIZO) “Lefortovo”.

On February, 22 2011 the district court of Lefortovo of Moscow prolonged the duration of Issa’s detention by three months, i.e. till May, 25 2011. Issa’s lawyer saw his client for the last time in the end of March, then contact with him was lost. The lawyer, as well as the relatives have no precise idea where he is. The head of the “Lefortovo” SIZO said, in reponse to the lawyer’s inquiry, that Khashagulgov was not detained there. After a second inquiry, it was found out that Khashagulgov was in the SIZO, but the lawyer was not allowed to see him.

At the same time, Khashagulgov’s relatives reported that according to unofficial information, Issa had been transferred to the town of Vladikavkaz in the Republic of North Ossetia-Alania and that he was detained in the local SIZO. The reasons for his transfer could be that Khashagulgov’s case had been transferred from the FSB investigative committee to the investigation department of the public prosecutor for further examination. According to unspecified information coming from the relatives, Issa is being tortured in the SIZO of Vladikavkaz.
 
When his lawyer went to the SIZO of Vladikavkaz and addressed to the main investigation department of the investigative committee of RF North Caucasian Federal District to get information about Khashagulgov’s detention place, he was answered that “Issa was not detained in the SIZO of Vladikavkaz and that he was not in the jurisdiction of the investigative committee”.

On April, 7 2011, Khashagulgov’s exact detention place was still unknown.

We remind that Issa Khashagulgov was arrested in Ingushetia, when some FSB officers searched his house. His relatives were told that Issa was arrested in the town of Vladikavkaz, but were not given his exact detention place.

On Septembre, 27 2010 the press service of FSB in the Republic of Ingushetia informed the media that Issa Lakhanovich Khashagulgov was under detention under the authority of FSB officers. The prisoner is one of the leaders of the organisation of the illegal armed group “Emirate of the Caucasus” active in Ingushetia. He was accused of violating the Articles 208 (Organization of an Illegal Armed Formation, or Participation in It) and 222 (Illegal Acquisition, Transfer, Sale, Storage, Transportation, or Bearing of Firearms, Its Basic Parts, Ammunition, Explosives, and Explosive Devices) of the Penal Code of the RF.
