Memorial Representatives Meet the President of Dagestan

On April, 7 2011 representatives of the Human Rights Centre “Memorial” Oleg Orlov, Ekaterina Sokiryanskaya, Svetlana Gannushkina, Tatiana Kasatkina as well as Sirazhutdin Datsiev and Elena Denisenko, “Memorial”' employees working in Dagestan, met Magomedsalam Magomedalievich Magomedov, the President of the Republic of Dagestan (RD).

Ummupazil Omarova, the Ombudsman of the RF for Dagestan also took part in the meeting, as well as Garun Kurbanov, head of the Department of Information Policy and Press-service of the President of the RD, Kaflan Khanbabaev, acting Minister of National Policy, Religious Affairs and External Relations of the RD and Rastivan Bekov, adviser to the President of Dagestan.

They evoked the issue of dialog between society and republic's authorities and also between different groups in the Dagestani society (in particular between representatives of different Islamic currents, i.e. Salafism and Sufism). They also examined with attention the question of infringements of laws during the counterterrorist operation (KTO).

“Memorial”' collaborators and the authorities' representatives talked about the possibility of organizing a round table about ''Civil world in Dagestan: Authorities and society seeking the way out of the crisis''. Eventually, it was decided that it would be held on May 18-19 in Makhachkala.
Discussions between “Memorial” representatives and Abdurashid Magomedov, Minister of Internal Affairs of the RD, Kasumbek Amirbekov, head of the investigative department of the Investigative Committee of the RF, and Andrei Nazarov, public prosecutor of the RF preceded the meeting with the President.

An important conversation took place. The Minister of Internal Affairs expressed his understanding concerning human rights and said he was ready to collaborate with non-profit organizations. During the conversation with the prosecutor’s representatives some disagreements appeared about the access of lawyers to the prisoners. It was agreed that this problem would be worked on. There was also a thorough conversation with the Ombudsman Ummupazil Omarova.

All the representatives of the authorities were given the report “Magomedov's new policy? The situation of Human Rights and attempts to consolidate the society in the Republic of Dagestan. February 2010- March 2011”. The authors of the report, Oleg Orlov and Ekaterina Sokiryanskaya, asked the authorities’ representatives to check the facts presented in the report, as well as to make any comments. They promised to take a look at the report and to make substantial remarks. In their turn, “Memorial” representatives promised to introduce in the report’s next issue the observations made by the authorities.
