On the Arrest of Andrey Yurov in Belarus

Memorial Human Rights Centre is outraged by the arrest of Russian human rights activist Andrey Yurov in Minsk and by presented to him the claim by the Belarusian authorities to leave the country within 24 hours.

Andrey Yurov is in Minsk as the head of the International Observation Mission. This mission established by the Committee of the International Control for the human rights situation in Belarus, which unites representatives of the human rights organizations in the OSCE area and international civic networks and organizations, to monitor the overall situation with the observance of fundamental human rights in Belarus, as well as protection of human rights activists and assurance of their professional activities.
Registration of Andrey Yurov in the list of persons, whose entry into the territory of the republic is prohibited or undesirable, violates the commitments of Belarus on the international level and demonstrates the authorities' intention to deliver massive human rights violations from any control.
We urge the Belarusian authorities to stop the interference into the legitimate activities of the human rights organisations.

We call upon the Russian Ministry of Foreign Affairs to take all possible measures to protect Russian citizens in Belarus and the compliance of Belarus, a member along with Russia Union State, with its international obligations on human rights.

Head of the International Observation Mission deported from Belarus
Today, March 17, at 11:00 (am) Andrey Yurov was released out of the police department “Sovetsky” of Minsk. Andrey Yurov is known human rights activist, the head of the International Observation Mission Committee of the International Control for the human rights situation in Belarus. He spent the night at the police department after his arrest in the apartment in Minsk, where he usually stops.
It was ordered not to initiate criminal proceedings against Andrey Yurov under the signature of a senior lieutenant of the police Butkevych A.A. One of the points of this decision about Andrey Yurov requires his leave of the territory of Belarus within 24 hours with regard to his registration in the list of persons whose entry into the territory of the republic is prohibited or undesirable. According to our information, the entrance to the Republic of Belarus for Andrey Yurov is banned by the KGB until 2013 for interference in the internal affairs of a sovereign state.
"Everything that has happened - it's a complete disgrace, - Andrey Yurov said right after the release from the police department. - These actions impede the legitimate activities of human rights and violate numerous international agreements, including the UN Declaration on Human Rights Defenders, " - explained the human rights activist.
