'There has already been a fall in the number of non-profit organizations, and this will probably continue in the New Year. The trend in recent times is most disheartening. They are designating one organization after another as foreign agents - Sakharov Centre, For Human Rights. Not a single human rights organization will accept the label of foreign agent. It would be better that we closed down. We shall work as in Soviet times - without registration and all those opportunities that registration gives. But not everyone would be able to work exclusively on a voluntary basis, without an office or money.'

- Ludmila Alekseeva, chair of the Moscow Helsinki Group
