Putin has proposed introducing a penalty for living away from one’s place of registration, and a prison sentence for a ‘fictitious’ registration. Millions of completely normal and law-abiding Russians will be subject to this: someone who is living with their girlfriend or boyfriend; someone who has moved from the city to their house in the country or vice versa; someone who has moved out of their dorm and is renting a place; or someone who is living abroad (like me, for example). Local police officers will get unnecessary work and a big source of income, going round the apartments in their area and collecting tributes from the residents (so long as they don't forget to share it with their superiors).
