On the New NGO Law: To Wear or Not to Wear the “Yellow Star”?

On 21st November a new law comes into effect that will oblige non-profit organizations that receive funding from overseas to register themselves as foreign agents. How is this law a threat to Russian human rights groups? Do they consider themselves foreign agents? And why have they agreed to sit on the Russian President's Human Rights Council? The New Times put these questions to Council members on the eve of their meeting with Vladimir Putin in the Kremlin. Taking part in the discussion are Igor Kalyapin, head of the Nizhny Novgorod Committee Against Torture and Pavel Chikov, head of Agora Human Rights Association.
